The BU Office of Research is the engine that keeps research running smoothly. Led by the Vice President and Associate Provost for Research,?these teams cover a lot. From representing the University to administering and managing, they support all aspects of research at BU.
Dr. Gloria Waters
Vice President and Associate Provost for Research
Dr. Waters is responsible for BU’s research enterprise, representing the University to key stakeholders in government, industry, and foundations. She also develops and implements policies and procedures to streamline and manage research.
From 2005 to 2013, Dr. Waters was dean of BU’s College of Health & Rehabilitation Sciences: Sargent College. There, she led dramatic increases in the size, quality, and selectivity of the College’s undergraduate and graduate programs, enhanced student and faculty support, and doubled the volume of its research funding.
A professor of speech, language, and hearing sciences at BU since 1997, Dr. Waters’ research is in the areas of language and memory processes, including a sizable portfolio of federal and foundation-sponsored awards from the US Department of Education, the National Institutes of Health, the Medical Research Council of Canada, and the Alzheimer’s Association of America, among others.
Before arriving at BU, she was acting director of the School of Communication Sciences and Disorders at McGill University in Montreal. Dr. Waters received her BA in psychology from McGill and her MA in applied psychology and PhD in psychology from Concordia University in Montreal.
Associate Vice President, Sponsored Programs
Reporting to the Vice President and Associate Provost for Research, Ms. Baldwin joined Sponsored Programs?in January of 2014. In this role, she is responsible for providing comprehensive leadership and support to the research community engaged in the preparation, submission, and acceptance of research proposals and awards. Sponsored Programs is also responsible for the non-financial post-award management of all sponsored awards.
Prior to joining Boston University, she served in a variety?of roles at Harvard University for 31 years. Most recently she was the director of university financial services, overseeing over $6 billion in transactions for Accounts Payable/Receivable, Card Services and Payroll. In addition, she served as the director of financial systems solutions and project director for GMAS, Harvard’s cradle-to-grave grants management system.
Associate Vice President, Research Operations
Reporting to the Vice President and Associate Provost for Research, Ms. Martin joined the Office of Research in May 2019. In her role, she serves as the Chief Financial Officer and Chief of Staff for the Office of Research and 20-plus reporting areas. This includes full responsibility for developing and administering the budget, evaluating funding requests, advising on allocation of resources, and coordinating across Office of Research reporting areas.
Prior to joining the Office of Research, she served in a variety of roles at Boston University. Most recently she was Senior Associate Dean for Finance & Administration at BU’s College of Health & Rehabilitation Sciences, overseeing management of financial operations, human resources, research administration, distance education, facilities, marketing, information technology, media services, and budgets.
Ms. Martin received a BS in management from the University of Rhode Island and an MBA from Boston University.
Associate Vice President, Research Compliance
Ms. Mellouk was appointed in June 2014, after serving in the interim role for one year. She has been with Boston University’s Research Compliance office since 2006, serving as the director of IACUC Affairs and then executive director of research integrity & assurance prior to assuming her current role. She is responsible for ensuring a research environment across Boston University’s Charles River and Medical Campuses that promotes safety, integrity, and ethical behavior and abides by the evolving regulations and requirements established by federal, state, and local funding agencies. She leads the development and implementation of institutional programs and operational strategies for all non-financial regulatory compliance issues governing research to ensure that current University policies and procedures are sufficient to minimize and prevent risk of non-compliance.
Ms. Mellouk received a BA in biology from Boston University and a master of public administration from the University of Michigan’s Gerald Ford School of Public Policy.
Associate Vice President, Industry Engagement
Mr. Scatamacchia joined BU in August 2018 to lead the new office of Industry Engagement, which was formed through the recommendation of the Task Force on University Collaboration with Industry. Tasked with facilitating, streamlining, and encouraging faculty interaction with industry in all forms, Industry Engagement is organized within the Office of Research, incorporates the office formerly known as Corporate Relations, and works closely with Technology Development. Mr. Scatamacchia brings more than 20 years of experience in strategy and business development to his role at BU, where he oversees institutional efforts to streamline processes, consolidate organizational structures, and support entrepreneurial activities to generate more meaningful research collaborations with industry, technology licensing, and spin-out companies.
Mr. Scatamacchia graduated from BU with a degree in systems engineering before earning master’s degrees from Stanford and MIT.
Assistant Vice President, Post Award Financial Operations
Ms. Hartigan joined Boston University in April 2012 after spending 12 years in the Post Award Research Department at Boston Medical Center. She was appointed assistant vice president in April 2014 after serving two years as executive director, costing and compliance within Post Award Financial Operations. In her current role, she oversees Boston University’s Post Award Research portfolio including: Cash Management, Effort Reporting, Facilities Cost Analysis, Property Management, Research Administration, and Service Center Administration.
Ms. Hartigan holds a BA in accounting from Boston College, a Master of Education and a Master of Business Administration from Salem State University.
Sarah Hokanson, PhD
Assistant Provost, Professional Development & Postdoctoral Affairs
Dr. Hokanson is responsible for postdoctoral affairs, professional development programming and resources for doctoral students and postdocs across the University, as well as supporting the development of University policies related to postdoctoral scholarship. She also provides resources for faculty mentors and is the Director of Boston University’s Responsible Conduct of Research program. Dr. Hokanson is the multi-PI of the Postdoc Academy, a $1.8m NIH project focused on providing digital and in-person professional development opportunities for postdocs nationwide. She is also co-PI of an NSF AGEP Alliance (CIRTL AGEP) focused on improving the research climate for graduate students and postdocs. Dr. Hokanson serves in leadership positions nationally, including most recently on the AAMC Postdoctoral Leaders Steering Committee.
Prior to joining Boston University, Dr. Hokanson was US Deputy Director of Science and Innovation at the British Consulate-General, Boston. Dr. Hokanson holds a BA in Chemistry from Boston University and a PhD in Biochemistry and Molecular Biophysics from the University of Pennsylvania School Of Medicine. Dr. Hokanson’s graduate research was supported by the NSF Graduate Research Fellowship Program, and she completed a NIH Ruth L. Kirschstein Postdoctoral Fellowship at Cornell University in the Department of Chemistry and Chemical Biology.
Director of Communications, Research
Ms. Bonanomi leads?communications strategy for BU’s Office of Research. She also oversees the online presence?for research administration, research support, and interdisciplinary research centers and institutes across the university.
Ms. Bonanomi joined the Office of Research in December 2018, with over a decade of experience in nonprofit programming, communications, and project management. She earned her BA in history from Bowdoin College and a master’s degree in public history from Loyola University Chicago.
Mia R. Bott
Director of Finance & Administration, Research Compliance
Reporting to the associate vice president for research compliance, Ms. Bott was appointed in January 2011 after serving as the financial administrator for more than three years within the Research and Research Compliance offices. In her current role, she is responsible for budget development and oversight of shared services across both the Charles River and Medical Campuses, as well as several units within Boston Medical Center, that ensure the safety of research practices and compliance with federal, state, and local regulations. Additionally, Ms. Bott is responsible for staffing and administration within Research Compliance.
Ms. Bott holds a BA in economics from William Smith College, a master of public administration from Syracuse University, and a master of education from Boston University.
Assistant Director of Administration and Finance, Research
Mr. Brown joined Boston University’s Office of Research in May 2019 as the Assistant Director of Administration and Finance. In this role, he provides administrative and financial leadership to the administrators across the set of 20 areas reporting to the BU Office of Research. Mr. Brown helps to ensure efficient, effective and compliant administrative, and budgetary operations. He also provides training, guidance, and access to SAP roles. Prior to joining the Office of Research, Mr. Brown was a Financial Analyst in BU’s College and Graduate School of Arts and Sciences for 7 years.
He holds a BBA in management with a minor in information technology, a BS in psychology, and an MBA in finance and entrepreneurship from the University of Massachusetts Amherst. He also holds a master of education in educational leadership and policy from Boston University and is currently pursuing a doctoral degree in higher education administration from Northeastern University.
Director of Operations, Kilachand Center
Mr. Gonzales is responsible for the day-to-day operations of the Rajen Kilachand Center for Integrated Life Sciences & Engineering. The building opened in spring 2017 and houses a cohort of neuroscience and biological design research. Mr. Gonzales ensures smooth collaborations between the interdisciplinary faculty researchers, participating postdoctoral scholars, graduate students, and central administration. As director of operations, he coordinates the regular research seminars in the Colloquium and interactive spaces as well as oversees the pre- and post-award grant activities of the faculty.
Mr. Gonzales joined the Office of the Vice President and Associate Provost for Research in March 2011 and has held a variety of administrative and managerial roles. He joined the Kilachand Center team in December 2016. He earned his BS in film & television from Boston University’s College of Communications and his MBA from BU’s Questrom School of Business.
Diane M. Lindquist, JD
Director, Health Privacy and Compliance
Ms. Lindquist supports BU healthcare providers and health plans on both the CRC and Medical Campus in complying with the Health Insurance Portability and Accountability Act of 1996, or HIPAA, and is responsible for compliance with other health privacy laws and healthcare compliance generally, including billing compliance, federal and state fraud and abuse laws, civil rights in health care licensing of health care facilities at BU, and related matters. Reporting to the Associate Vice President of Research Compliance, she provides training and serves as a resource to the BU research community on both campuses on HIPAA and other health data privacy compliance obligations. Ms. Lindquist serves as BU’s Health Privacy Officer.
Ms. Lindquist holds a bachelor of science in foreign service from Georgetown University and a law degree from Villanova University.
Managing Director, Technology Development
Mr. Pratt joined Boston University’s Technology Development office in May 2000, where he has been responsible for the transfer of technologies, providing support for translational research, building long term partnerships with a special focus on technology development between Boston University/Boston Medical Center and industry, and most recently as Executive Director, Business Development he led a team of business development professionals across all technical fields to connect Boston University discoveries with commercial opportunities. He is currently serving as managing director.
Mr. Pratt holds a BA in physics from the College of the Holy Cross and an MBA from Boston University. He is a member of the Licensing Executives Society and the Association of University Technology Managers (AUTM).
Program Manager and Data Analyst
Mr. Farmer joined Boston University’s Office of Research in January 2019 as a Program Manager and Data Analyst. In this role, Mr. Farmer serves as the Program Manager for Limited Submission Funding Opportunities from a variety of government, private, and foundational sources. Additionally, he provides data analytic support for the office of research addressing a wide variety of institutional questions centered on the research effectiveness and performance of Boston University. These analytic analyses range from ad hoc requests to large scale analysis from within the Office of Research and the greater Boston University community.
Prior to joining BU, Mr. Farmer was a high school chemistry teacher in Tucson, Arizona. He holds a BS in biochemistry and molecular biophysics from the University of Arizona and a master’s of education in mind, brain, and education from Harvard University.
Project Manager, Events and Operations
Mr. Fenster is responsible for developing events of strategic importance for the Office of Research and the Office of Professional Development & Postdoctoral Affairs. In his role, Mr. Fenster serves as a liaison to high level external officials and members of the Boston University community. He also serves as a lead representative on facility, construction, & IT projects and provides financial and operations oversight to support the office. Mr. Fenster joined the Office of the Vice President and Associate Provost for Research in June 2017.?He previously served as the administrative coordinator and managed the daily operations and administrative functions of the office, supported the vice president and associate provost for research, and coordinated logistics for events and other functions hosted by the Research team.
Mr. Fenster earned a BA in international affairs and environmental studies from Northeastern University and an MBA from Boston University?with concentrations in both Leadership & Organizational Transformation and Strategy & Innovation.
Ms. Flanagan is responsible for the daily operations and administrative functions of the office. She also supports the Vice President and Associate Provost for Research and manages her schedule. In addition, she assists in the coordination of logistics for events and other functions hosted by the Research team.
Ms. Flanagan earned a BS in nutrition with a minor in microbiology from the University of Massachusetts Amherst.
